The reason 1984 and Brave New World seem like they are talking about the present day (when they were originally talking about their own present days)is because they have managed to identify policies and technologies that the authors believed would create the controversy for us. However, the best speculative fiction also identifies the problems that have been with humanity for a long time and that will continue to be problems for us into the foreseeable future. For example, Orwell mentioned many times that 1984 was meant to echo elements of the Third Reich, but of course you can find elements of Stalin's policies in the USSR in the book as well. Usually when an author writes any speculative fiction (sci fi, fantasy, magical realism, etc.) they are abstracting the problems and challenges of their time.
